MERIT Project (ROHU00026) – Elevating Emergency Medical Response Across Borders
In the heart of the Bihor and Hajdú-Bihar cross-border region, a transformative initiative is underway to revolutionize emergency medical care. The Medical Emergency Response Interregional Simulation Training Programme (MERIT) is a collaborative project designed to enhance the quality, efficiency, and resilience of emergency healthcare services through cutting-edge training, modern equipment, and robust cross-border partnerships.
A United Effort for Stronger Healthcare
Led by the Association for Business Promotion in Romania (ABPR), the MERIT project brings together a dynamic consortium of institutions, including the University of Oradea, the University of Debrecen, and the University of Debrecen Special Medical Team (DEKOM). This partnership leverages the strengths of vocational training, academic excellence, and rapid medical response expertise to build a comprehensive emergency care framework.
Training the Present and Future of Emergency Medicine
At the core of MERIT is a commitment to education and preparedness. The project introduces two specialized training modules:
- Disaster Medicine Situation Simulation Training
- Advanced Life Support Skills in Disaster Medicine Training
These programs are tailored for 400 medical students from both universities and 60 practicing doctors from the Bihor and Hajdú-Bihar regions. Through immersive simulations and hands-on learning, participants gain critical skills to respond effectively in high-pressure emergency scenarios.
To foster engagement and excellence, students will also participate in disaster simulation contests, encouraging innovation and teamwork in real-world conditions.
Building a Resilient Future
MERIT goes beyond training. The project will produce Practical Guides to serve as foundational resources, develop a strategic Action Plan, and establish a Partnership Agreement to ensure long-term collaboration. A key innovation is the creation of a volunteer database of trained medical students, ready to be mobilized in disaster situations.
Healthcare facilities in both counties will be equipped with state-of-the-art emergency response tools, directly improving patient outcomes and system readiness.

Through joint workshops, training sessions, and continuous communication, the project fosters a culture of cooperation and knowledge exchange. It sets a new standard for emergency care—one that is efficient, resilient, and united across borders.

Eligible budget of the University of Debrecen: 318.011,58 EUR
Total Project Budget: 1.141.387,90 EUR
The project is funded by the European Union under the Interreg fund and co-financed by Romania and Hungary.
